State property taxes for schools could be completely eliminated in the next four years in Washington state under a bill introduced in the House of Representatives.
House Bill 2960 phases out state school property taxes in 2021 to a combined rate of $2.03 per thousand dollars of assessed value. For taxes levied in calendar year 2022, the tax rate falls to $1.20; for 2023, the rate is set at $0.68. The tax is abolished in 2024.
Analysts question whether the bill has enough support to pass. It does highlight the ongoing tension regarding school funding and the volatility of the levy rate following the McCleary decision, which demanded schools be “properly funded.”
