Wyoming Tax Reform Fails

2008 will not be a year of property tax change in Wyoming. Sponsors filed several tax-related bills in the Legislature’s 2008 Budget Session, which began in mid-February, but none passed.

The failed legislation included plans to:

  • Reduce the assessment rate for industrial property from 11.5% to 10.5% and lower the assessment rate for all other real and personal property from 9.5% to 7.5%

  • Create an additional tax class for residential property and limit tax hikes for homeowners to 10% per year

  • Enact a formula to limit mill levies to the amount of property taxes assessed in the previous calendar year, with an adjustment for inflation

Except for the budget bill, any other bill requires a two-thirds vote of the Wyoming House or Senate for introduction in a budget session. That rule was a factor in the lack of new legislation this year..
